Ellen did a very low ball appraisal. We got a refinance a month back and that bank appraiser gave us a appraisal of $1.71M with 5bed and 3 bath. Then we added a half bath and another bank was offering better rate than the current, so we decided to do a refinance again. Ellen came to do the appraisal and gave an appraisal of $1.51M which approx $200K below market and $300K below redfin estimate. This is despite the fact that we added another bath. Appraisal at the time of purchase came out to be $1.475M and according to Ellen, our house value only went up couple of thousands over last one year when all the house value have gone up $200-$400K in Covid times across the bayarea. She should retire and give up her license.

We had 2 appraisals ordered from the bank and Ellen did one of them and provided a home value over $250K below the other appraisal. The bank chose the lower value.
Ellen is hired by the bank and I suspect is known for lowballing appraisals to keep the banks happy.
That is my only explanation although I cannot prove it but in a rising market when a second appraisal was significantly higher, then hers, something seems off.
We appealed the appraisals and got the value raised but because of Ellen's low value, the bank insisted on using a lower than actual value. We did not proceed with the refi.
Please be wary if you ever get Ellen hired by the bank to do an appraisal.
You will be very disappointed.
If you have no choice, either appeal for another appraisal or hire your own and prove she is inaccurate.
